Contract position: Engineering client involved in Oil & Gas related plant engineering, procurement & construction (EPC) projects is looking for Project Buyer/Procurement Specialist for a Contract (possible temp to perm) opportunity in Houston. You need 5-10 years of purchasing & procurement experience supporting heavy industrial plant engineering & construction projects.

Responsibilities for the Buyer

  • Responsible for the procurement of equipment & materials for assigned engineering projects

  • Identify & qualify potential new suppliers and process the documentation to include in the company approved supplier list

  • Support business groups with supplier quotes at the project proposal phase

  • Prepare and issue Request for Quote (RFQ) to selected bidders as per project procurement strategy and then coordinate RFQ and organize commercial and technical bid clarifications with Engineering, Project Procurement Management & Project Management department

  • Prepare bidder list, conduct competitive bidding, prepare bid tabulation and process approval of bid tabulation before issue of purchase orders, contracts or letter of intents

  • Evaluate and negotiate the quotations of bidders and prepare bid analyses (TCO evaluation sheet) and issue recommendation to Project Procurement Manager

  • Conduct final price negotiation in close cooperation with the PPM and the Project Manager & then prepare and issue purchase order to selected supplier and expedite receipt of order confirmation

  • Expedite and ensure on time delivery of material, components, and documents to meet the project delivery schedule

Requirements for the Buyer

  • 5-10+ years of experience as a Project Buyer or Procurement Specialist supporting heavy industrial or manufacturing engineering & construction projects

  • The ideal candidate has specific experience as a Buyer purchasing equipment & services for a chemical, petrochemical, or gas-production company or for an EPC company specializing in the petrochemical/chemical industries

  • A BS/BA degree, preferable in Business, Engineering, Supply Chain, or Construction Management is needed

  • You should have some negotiation skills and knowledge of commercial terms and conditions

  • Ability to read and understand commercial implications of specifications, drawings, documents and other related information

  • Experience with MS Excel and proficient in MS Word

  • Any experience with SAP would be considered a PLUS
